Where do plots in Delhi NCR come from?
In Gurugram and the rest of Haryana, a developer obtains a licence from the Town and Country Planning department to develop a plotted colony, lays roads and services, and sells demarcated plots; larger schemes register under RERA. DDJAY is a policy variant with smaller plot sizes and density norms intended for affordable plotted housing, common in New Gurgaon and plotted land along Sohna Road. In Uttar Pradesh, the Noida, Greater Noida and Yamuna Expressway authorities allot plots on leasehold land through schemes and draws, and those plots then trade on resale. In Delhi, new residential plots are rare; the market is resale of freehold colony plots and, with caution, land in the notified but slow-moving land-pooling zones.

What decides the value of a plot
The worth of plots in Delhi NCR is set by what you may build on them and by whether the colony's infrastructure arrives. The building norms, ground coverage, floor-area ratio, permitted floors, setbacks, differ by plot size and scheme; DDJAY plots carry stricter density and stilt-plus-floor rules than standard colony plots. The colony's licence obliges the developer to provide roads, water, sewage and power; whether it has done so is visible on site and in the completion certificate for the colony. Corner and park-facing plots command a premium, as do wider road frontages. Location within the sector matters less than whether the sector road exists.
Checks before buying any plot
For any of the plots in Delhi NCR described above, read the licence, its validity period and its conditions, and confirm the plot number appears on the approved layout with the stated dimensions. Walk the plot with the layout in hand and confirm the demarcation stones. Search the title for encumbrances and for any prior sale of the same plot number. double allotment is not unknown in older colonies. For an authority plot, read the lease deed for transfer charges and construction deadlines; unbuilt authority plots can attract penalties. A plot gives land, control and no maintenance charge, and demands construction effort, approvals and patience. An apartment gives a finished home, RERA protection and a lender-friendly title. A builder floor sits between: land share without the construction burden. Buyers who intend to hold land and build later should compare plots in Delhi NCR on licence quality and sector maturity rather than on price per square yard alone; buyers who need a home within two years should look at ready-to-move apartments instead.
Who should buy plots in Delhi NCR, and where?
Buy a licensed-colony plot in New Gurgaon or on the Sohna side if you intend to build a house to your own design and can wait for the sector to fill in; prefer colonies where roads and services are already delivered. Consider a DDJAY plot if entry price matters and you accept the tighter building norms. Buy an authority plot in Noida or Greater Noida if you are on that side and are comfortable with leasehold conditions. Avoid Delhi land-pooling zones unless you have a very long horizon and legal advice.
