How are builder floors in Delhi NCR different from apartments?
An apartment sits in a group-housing project with a developer, a RERA registration, common amenities and a maintenance body. A builder floor sits on one plot: a small builder buys or partners with the plot owner, constructs a stilt parking level and a set number of floors, and sells each floor with a proportionate share of the plot. There is no clubhouse, the lift is shared by a handful of homes, and upkeep is agreed among the floor owners rather than run by a facilities company. What you gain is a larger floor plate for the money, a terrace or garden on some floors, and land ownership that a tower buyer never gets.
Two markets dominate. Delhi's colonies, South Delhi, West Delhi, the Dwarka sub-city plots, have decades of floor construction on freehold plots. Gurugram's licensed plotted colonies in New Gurgaon, on Sohna Road and along Dwarka Expressway have a newer stock built under Haryana's stilt-plus-four policy.
What the sanction rules mean for a buyer
Builder floors in Delhi NCR are only as good as the building plan they were built under. In Delhi, the Master Plan and the building bye-laws set the permitted floors and floor-area ratio for each plot size; extra floors or covered terraces beyond the sanction are unauthorised and cannot be regularised at will. In Gurugram, the stilt-plus-four permission applies to plots inside licensed colonies, and the sanctioned plan is issued by the Town and Country Planning department. Ask for the sanctioned plan and match it against what has been built, floor by floor. A floor that does not exist on the plan cannot be financed by most banks and cannot be sold cleanly.

Title and document checks specific to floors
On builder floors in Delhi NCR, start with the plot, not the floor: the plot's chain of title, whether it is freehold, and whether any share has already been sold. Then the sanctioned building plan and, on completion, the completion or occupancy certificate where the municipal body issues one. Then the sale deed for your floor, which must state the undivided share of land and the parking allocation in words, not by implication. In Gurugram, confirm the colony licence is valid and the plot is inside its boundary. Because most floors fall below the RERA registration threshold, the remedies for delay or deviation come from the sale agreement and the civil courts, not the authority, so the agreement wording matters more than it does on an apartment.
Floors versus apartments on cost
A floor's price is quoted as a lump sum; there is no PLC, EDC or club charge, and GST applies only if you buy under construction from the builder. Stamp duty and registration apply as on any property. Over time the floor owner pays for lift, generator and structural repairs directly, without a sinking fund. Who should buy builder floors in Delhi NCR, and where?
Buy a floor if space per rupee, a terrace and land ownership matter more to you than a clubhouse and a security desk, and if you are prepared to read a sanctioned plan. Choose a Delhi colony floor for an established address and mature surroundings; choose a Gurugram licensed-colony floor for newer construction and a cleaner planning record. Stay with an apartment if you want RERA protection, lender familiarity and managed maintenance, or if you expect to rent the home out to corporate tenants who prefer gated towers.
